9:30 a.m. Prescott Council Subcommittee on Water Issues Meeting. There are three Water Service Applications (WSA) on the agenda (the Subcommittee will forward recommendations for approval or denial to the full council): 3.C. WSA for James Griset’s 47-unit hotel on Whiskey Row (5.5 acre-feet per year [afy]), 3.D.WSA for an 82-unit multifamily project located between Lakeview Plaza Lane and Mogollon Road south of Willow Creek Road (11.3 afy), and 3.E. WSA for a +/- 371,000 SF "power center" featuring a mix of national and regional retail tenants located within the Deep Well Ranch Master Plan area at State Route 89 and Jenna Lane (27.9 afy). Per Water Policy Guideline 14, no single WSA shall be approved for water usage estimates greater than 50% of the remaining semi-annual Water Budget. The applicant has requested an appeal of the 50% rule. Agenda item 3.F. is a potential update to City Code 2-1-8 to remove the sewer requirement for water service for single residential homes under specific circumstances. City staff have identified 164 parcels that would fall under the new exemption category (see the map in the agenda packet). The City would set aside 28 afy within its portfolio to accommodate the eventual water service for these lots.
