Numerous water experts at Arizona State University and the University of Arizona have concluded that the Sun Corridor, which includes the Prescott area, will be both sustainable and economically resilient—but are they correct, and is this the future we want? In this presentation, Daniel Higgins weaves together Arizona’s past, present, and future approach to water planning. The past water planning example is the Peabody Coal Mine on Black Mesa, near Kayenta and the Phoenix Metropolitan Area dependence upon tribal groundwater resources. The future example examines water planning for the Sun Corridor megapolitan area to ask whether or not the plans are adaptive or maladaptive to future conditions in the context of current scientific understanding of resilient systems.
